Exactly what qualifies isn't well-defined and has evolved over the life of the program. A general guideline seems to be that you need to be able to define a specific project with a beginning and end and a set of deliverables and it must require someone with specific domain expertise that an executive-in-residence is unlikely to have.
Companies in Waterloo Region have received funding for:
  • IP strategy consulting (For example, one company got funding to hire someone to tell them how to improve the scalability of their software. He couldn't actually make the changes to make it more scalable, but he could tell them what they needed to do.)
  • Primary market research (including focus groups).
  • Secondary market research (research reports) not available through BMEP market intelligence.
For a while, patent work was considered eligible, but that is no longer the case. Definitely not qualifying are projects around developing market strategy and business plans and general management consulting. EIRs are supposed to help with those activities, even though they would never be able to devote the time that a paid consultant could (and the BMEP program only pays for 10 days a month of EIR time, which doesn't come close to covering the time that would be required to do this work for even the most promising companies in the area).

BMEP Business Advisory Funding
